H-2A Worker Outreach

The number of H-2A workers continues to grow in many parts of the United States, and farmworker-serving organizations face new challenges in reaching the growing number of guest workers on farms. .  NCFH supports Farmworker Outreach Network outreach to H-2A guest workers. NCFH staff also conduct outreach to H-2A workers, through social media and in-person to areas with high H-2A growth or in communities that have few resources for H-2A guest workers. See below for more information and resources about outreach to this population.

NCFH's H-2A Worker Outreach Resources

  • NCFH’s H-2A Outreach Protocol: This protocol outlines best practices and recommendations for planning in-person outreach trips to reach H-2A workers. It covers everything from initial planning considerations to potential problems while conducting outreach to recommendations for keeping notes and reporting metrics. Only available in English

  • Research about H-2A guest workers: NCFH staff have interviewed more than 1,000 H-2A workers around the country about migration, health care access, housing, and transportation. Some of this research has been published. To request access to this data or about potential research collaborations, please submit an inquiry to info@ncfh.org.

 

  • Health education flyer specifically for H-2A workers: On how to navigate the US healthcare system

 

  • 30 second PSA messages: NCFH created PSA messages aimed directly at H-2A workers, promoting Migrant Health Centers and the services they can offer to H-2A workers while they are working in the United States. Click here to listen to and share the recordings

External Partners' H-2A Outreach Resources

  • Farmworker Justice Report: On the H-2A program and the abuses that workers face: “No Way to Treat a Guest
  • Texas RioGrande Legal Aid’s H-2A data tool: This online tool allows farmworker advocates to track job postings and plan for outreach. Quarterly and daily data is updated automatically from the DOL’s seasonal jobs website. This tool will provide more specific information because it will link you to each specific job order in a designated state or county.

H2DATA VIDEO SERIES: TRLA H2 DATA TOOL TRAINING

View these simple video tutorials on using the Texas RioGrande Legal Aid’s H2 tool on how to search for data to inform outreach planning to H-2A workers. The English and Spanish video series demonstrate the “All Search Data” feature, the various uses of the map function, and how to search for farmworkers by employer name. The videos are brought to you by the Farmworker Paralegal Team at Texas Rio Grande Legal Aid.

The Department of Labor’s FLAG system is a portal used by both employers and federal agencies to access the database of current H-2A work orders. The system provides employers and applicants access to track time-sensitive information related to temporary labor certification applications with the Office of Foreign Labor Certifications (OFLC).  The work orders detail when H-2A workers are in a state, how many workers were certified and where they live during their stay in the United States. Because this data is public, farmworker serving-organizations can use this tool to inform outreach plans throughout the year.
